Subject: Present the RTE bill in the monsoon session!
Dear Sir/Madam, Education as a fundamental right cannot be denied in any democratic society. It is the duty of the Government to provide for and guarantee this fundamental right. In this regard it is heartening to know that the inter-ministerial consultation on the draft Right to Education Bill is now complete. We, as concerned citizens of India, view education as an inalienable right of every child in India. We urge that the Central Government: 1. PRESENT THE RIGHT TO EDUCATION BILL IN THE INDIAN PARLIAMENT DURING THE MONSOON SESSION OF THE PARLIAMENT (2008): Six years have passed since the 86th Amendment, giving every child between the ages of 6 to 14 years the right to free and compulsory education, was approved and three years since the CABE prepared the draft bill. Hence, the Central Government of India must introduce and make efforts to pass the Right to Education Bill without further delay in this monsoon session of the Parliament. In particular, since the inter-ministerial consultation process has been completed, there is absolutely no reason to delay the process further by referring the draft again to the High Level Group, since the PM while chairing the meeting of the HLG on February 14, 2008 had ordered that the Bill be prepared for introduction in the budget session; a milestone that has already been missed. 2. PROVIDE FOR TIMELY IMPLEMENTATION OF THE BILL: The Central Government must come up with a timetable for implementation of various aspects of the Bill in consultation with the implementing authorities. In addition, a high-level task force must be set up under the leadership of the Prime Minister of India to drive the implementation of the Bill. The task force must include representatives of State, local Governments, teachers, NCERT, NGO's and parents. Such a task force must be setup even at the State Government levels.
