We are a non-profit development organisation working for the cause of upliftment and empowerment of Irula Tribal communities living in the interior pockets of Thiruvallur district.

Since 1990 we have been working among the Irula communities in more than 60 villages spreading over 5 Taluks of the District.We have been conducting a number of development programmes (ie) Sangam formation, Awareness camps and Campaigns, Liaison work with government for obtaining development schemes, Day care services, Motivation centres for eradication of child labour etc.

As such, in order to help the poor and illiterate of Irula Tribal communities to have access to Information Technology and providing job opportunity by establishing a Systematic project. we fervently make this appeal with a strong confidence that may your goodself and your esteemed organisation be kindly consider our proposal favourably and accord sanction of the funds. INFORMATION TECHNOLOGY FOR IRULA TRIBALS

Introduction

Irulas are a tribe who were forest dwellers and snake and rat catchers. This is no longer their means of living, and over the years due to forest act and other legislations they’ve moved out of the forest. Eventually they have been unable to find a sustainable occupation for themselves. They are unskilled in doing any kind of job. They earn their living by doing ‘coolie’ work. This could be either by working as labourers in the fields of the landlords during the sowing and harvesting seasons or by working in the rice mills. They also do some work in the landlord’s house. Fishing is also an occupation in some of the Irulas’ villages. Some of them also collect firewood from the forest to sell. The problem of these people is that, only some get money while the remaining just get some rice or other things in kind as a payment for their labour.

Even though technology has developed in different fields, it has not reached the disadvantaged population. The reason is that

  1. The social system has been operating in such a way that it should not reach this these population.
  2. These disadvantaged people are not in mainstream society
  3. Rulers(politicians) of this society and the implementers (bureaucrats) together have been consciously ignoring these people.
So due to all these reason these people became unskilled workers. From generation to generation literate population becomes advantaged skilled technical people, whereas unskilled people who are illiterate become cheap labour from one generation to next generation.

Here, we would like to highlight some case studies the above issue. E.Murali, 21 years old boy, belongs to Irula tribes from Mittagandigai, 30 km from Thiruthani. His father and mother, both illiterate, working in rice mill as labourers have managed to educate him upto10th std. Even though without electricity and other facilities, he has reached his 10th std after his 10th std, his parents were not able to help him to go for further education or skill training. So ultimately he also became a rice mill worker.

Senchi, 19 years old boy, belongs to Irula community from Kattavoor from Ponnery Taluk, who has done 10th std is now working as a agricultural labourer. His old mother managed to send him to government school in the same area. After this now he is working as a agricultural labourer.

We have many cases like Murali and Senchi. So during the school, the education system does not provide any skilled training. So their fore-father and their father are not literate and they know nothing about all the advance technology which is useful for the job opportunity. So with this indefinite agricultural work these boys have to survive in their life. So mainstream society along with ruler and implementers, create situation to make these disadvantaged people in to unskilled labourers. You will see in the appendix below that all educated Irula youth have become either agricultural labourers or rice mill workers.

So with our experience we have realised how and where we need to break this barrier to make these disadvantaged people be skilled and equipped people in technology. So that they have opportunity to prove that they are also human beings and they can live like other people.

In this project, we would like to impart basic good quality computer skills to educated Irula youth. We choose computer training because

We believe that these tribes who had been catching mouse for their livelihood could also handle computer mouse.

Objective of the project

To provide Computer and Education for Irula youth.

Proposed programme

Target area and group

Ponneri Taluk is our Target area and Irula Tribes are our target group. The reason for selecting this area in that

  1. Ponneri & neighbouring taluk Gummudipoondi are close to Chennai (around 30 km)
  2. Job opportunity is more in Ponneri and Gummudipoondi because it is Industrial area.
  3. Tribal population is more in Ponneri & Gummudipoondi Taluk.
  4. Educated youth are more in this taluk.
Initially we will take 20 youths of tribals students who are interested and have completed the school level course (10th Std Pass). We have done aurvey in the target area and have given in the appendix a prospective list of students.

Proposed activities

Survey

We will be conducting survey of all the educated youths and base line documents for this program will be prepared based on this we will be coordinating with the village heads to have a meeting with the local youths to get familiarise with the computer training which is latest in the market.

Training Module

Mainly we will be classified two types of courses follows :-

  1. DCS (Diploma in Computer Software)

  2. This course covered the following subjects English, Computer Fundamentals, MS-DOS, Windows98, Software application this course will be for one semester with the duration of 6 months

  3. HDCS (Hi-tech Diploma in Computer Software)
This course covers the DCS course along with HI-Tech languages, Internet, System hardware covered in this course. this course will be for one semester with the duration of 6 months

The students who finish with 1st semester will be given DCS and those who continue for 2nd semester will finish with HDCS.

Job placements

After completion of the one year course those who will be involved fully, interested and skilled persons are identified, they will be absorbed in our Institution. Our important motivation is to develop the software, for that we approach nearby industries who wants the relavent softwares. We also trained students in hardware to contact the industries and companies to service the system. We can also take short term projects like data entry, statistics, etc.,

ITIT students will be registered in government employment office. Those who have completed 6 months computer course in any centre they can register their name as computer trained job seekers. So our student are eligible to get government job. Government offices are fast being computerized so they definitely get a good job in future.
