MINUTES OF CONFERENCE CALL --------------------------------------------------------- Meeting Minutes - Feb 12th Conference call Attendees: Jeba, Dhanalakshmi, Uma Asha - India Volunteers DP, Prasanna,, Chandrika - Asha -US Volunteers Raju, Richard - Texas Introductions from all - We had introductions from everyone. Uma has been working with Suyam (a volunteer organization in Tamil Nadu) and also with Asha. She has tremendous experience working with Suyam trust for providing quality education to underprivileged children. Currently she has been working with the Tsunami affected villages in the Nagapattinam District. Dhanalakshmi has been working with Asha Honor. She has been working with scholarships for deserving underprivileged children, for better education for children in Asha projects - Project BUILD, with blind University students in Chennai (Project Trigger). (She has years of experience working with SHGs). Jeba has been working with Asha Honor. He is working with several projects in Tamil Nadu and also other projects in India. He visits all projects frequently and provides support wherever needed. Currently he has been focusing on the Tsunami affected villages and conducting site-visits to get a comprehensive picture and provide a plan for long term rehab in the villages. Prassanna provided a recap from previous conf. calls: Talk with Relief commissioner to find our what the Govt has been providing food for the affected people - Siddhamma, Chandravel and Jeba were to meet with the relief commissioner to get an update and voice people's concerns with the Cuddalore district where Siddhamma has been working extensively. Siddhamma couldn't go for the meeting as her daughter was sick and in a hospital. Jeba is co-ordinating for Siddhamma to meet the relief commissioner sometime this coming week. 50 kits were to be provided to Asha Honor to work with children in the affected villages - money to be sent to Asha Honor - Vallabh and Jeba are working on it. DP - Uma, you need to talk about your work and come up with actionable items - as requested by Raju and Richard Uma - I will first talk about my work in Nagapattinam. Key findings - I was addressing a group of 130 students in a primary school which is a private school. Most of the children are scared and have been affected by the Tsunami. No one is talking to them about Tsunami or even playing with them. No focus has been towards the children. I addressed the children with singing songs and playing with them…trying to make them comfortable. They came forward telling me about their fears of the Tsunami. Private individuals are running the school - They have 10 primary schools - we need a co-ordinator to run these schools. Suyam has been involved with this project - to provide these schools with teachers and training to run the schools. Our focus has been to work with children - we have seen that none of the NGOs are working solely with children. Our findings indicate that children need constant support - counseling in general - talking with them, playing with them and making them comfortable with their surroundings. We need volunteers in the long term - not just for two months…we are also trying to get more volunteers who are skilled. We are trying to train our volunteers to deal with children's issues. SBI - providing training to volunteers to support children There are about 140 villages along the coast of nagapattinam and we need a vehicle to travel to these villages. It gets very difficult for us to travel from one place to another. Children have no recreation or entertainment in these affected villages- there's no cable connection. Most teachers in the schools also do not have the knowledge to handle counseling for children - we need to give training to teachers to handle children's queries. Most villagers are asking for cycles to go to school as they have to travel quite a distance and they have to wait for buses or other forms of transportation or walk. Computer is needed - to train graduates Tailoring skills available among the youth - but not enough support - need machines Identified 40 families who have graduates/post graduates who are without job prospects - they need counseling too for their future and support for paying their college fees…we are trying to help them too. Rs.500 used as stipend for these volunteers who will use the stipend for their exam fees or other graduate requirements. We haven't even addressed the issues yet for handicapped people. We met some people - they haven't received any help at all We provided a wheelchair for one girl who hasn't even gone out of the home due to her handicap. Medical issues - children need medical attention - 4yr old girl - we helped her by performing an operation for her to speak properly We performed a skit - addressing Tsunami issues to the local villagers - to make them comfortable and also provide knowledge about Tsunami and its affects. Suyam wants to provide quality teaching in the Nagapattinam area. Akkarapettai - school has been a very good example of quality education provided by Suyam trust Firstly we need to provide short term teachers - to take care of various issues in the schools. Our focus is on children in the Nagapattinam area DP - excellent feedback…Uma talked about various issues covered by her in the area with examples - lots of issues covered. People recognize Uma as a very experienced person working in the area at the grass roots level. Can we get breakup of what is needed? Furniture has been sponsored for 3 schools Akkarapettai - all schools are funded Jeevaratnam - sponsored by Asha-Seattle Model needs to be replicated - need funds for replicating this model school in other villages. Environment of the school has been changed - with training provided for teachers also to deal with children Special care taken for slow learners Approximately - Rs. 7 Lakhs for one school - model school Nagapattinam (taluk) - 15 schools - 3 schools are already funded Vedaranyam (taluk) - 1 school Keevalur (taluk) - 9 schools Srikali (taluk) - 7 schools DP: Lots of needs, we need to prioritize Uma - Immediate Needs: Priority #1 Provide nutritious food in Akkarapettai school Rs. 10 /Child Total Strength 1500 students 1500*10Rs Per day = Rs 15,000 per day 15000 Rs per day *30days = Rs 4,50,000 Govt. is providing mid day meal scheme - we need to give nutritious food - morning and evening - these are children living in the tents - they need ½ hour to 1 hour to come to school - so we will provide the morning food. It is one of the reasons is to get the children to come to school. Akkarapettai - 700 children but only 500 are coming to school…transportation and food are the main problems for children to come to school Prasanna - from what I saw, there are lots of people who come and give food to these people…are there ways to make the local community to come and provide food Uma - people have stopped giving food, they are providing rations but not food. Fishermen community - children have been disturbed by the community problems and not focusing on education Prasanna - if the ration is from the community - can a portion be taken from the community for the children Uma - no vegetables are provided, NGO are providing dry rations - only rice and daal No nutritious food is provided by any of the NGO's working in the area. Many NGO's are working in the area but no one is working for long term and particularly children - no focus on education and food for children. DP - 30 days - you are asking for Rs. 4.5 lakhs….will this requirement come up in another 30 days again Uma - Kids have exams in April - we can provide for 15 days with what we have, and then if you provide for 30 days - then at least till their exams we can provide them nutritious food. Long term need - we are working on long term solutions also Uma - needs are changing every day and I can give you updates as and when I get them. Prasanna - this money needs to reach you in the next 15 days, is that correct ? Uma - yes DP - there are other NGO's working in the area, have you approached these NGO's for helping you Uma - we are not satisfied with their work, they need reports, I can provide minimal reports at this time, my focus is on working with the current issues as they come up for me, before I spend time to write up a proposal My aim is within 6 months I want to make this school to be the best school with quality education. If I am writing reports - large detailed reports then my actual work will not be completed within 6 months. Raju - Have you worked with ( he mentioned an organization - I didn't get the name) Uma - We have worked with them. We have used Rs.25 lakhs only for timely help rather than planned help - because of the situation. Prasanna - I have a question on books - I talked to some teachers and children about books. They said they got them from the govt. Uma - text books given by govt is very minimal…they need guides - 10th std children need guides more than even text books….we provided some guides to children so they can at least work towards their exams which will be coming up in April. DP - What's the next priority? Based on Jeba's e-mail, it looks like college fees for children… Uma - yes. College Fees For the affected Families students. They are saying that if they don't get the fees they will have to drop out. If this community has come this far that their children are in college, we really don't want them to take a step backwards. We cannot let this happen. Priority #2 Total 40 students Amount Needed = Rs 3,00,000 Uma: Final year graduate students need help to complete their final year projects - computers needed for them to work on their projects. Priority #3 Long Term Training Centre / Computer Centre 5 Computer Rs 1,50,000 The women said that they had training in tailoring. They needed machines to start earning some money and to help everyone get good clothes to wear. Priority #4 Tailoring Centre 10 Machines Rs 25,000 Priority #5 - transportation DP - You mentioned transportation, do you know the costs, Uma - we can even get a second hand vehicle - Maruti and it will cost about Rs 1 Lakh DP - How much will the operational costs be? Uma - About Rs.100 Per day - Rs.3000 per month DP - How much for Driver? Uma - About Rs.2000 - Rs.2500 per month Priority #6 Uma - We are also working with slow learners - who need extra help and attention. DP- Do you know how much that is going to cost? Uma - I don't have the detailed report. I can get it for you within 10 days. DP - You can work with Jeba to write up a proposal with the list of priorities. Priority #7 DP - What other needs do you have ? Uma - We need some volunteers - mainly to help with writing reports since all the volunteers are all engaged in most of the operational activities. It will cost about Rs.4000 to hire someone to write reports for us on a regular basis. Raju - we can help with volunteers - I will check with our people and let you know. If there is someone interested in volunteering in Nagapattinam, we will ask them to contact Uma. DP - Uma, do you have any other priorities regarding your work ? (Uma has been working with 200 begging children in Chennai for over 8 yrs - Siragu school) Uma - Yes, I have an immediate requirement for the school Siragu. We have used funds that we normally get from volunteers for Tsunami relief. Most people have now donated funds for Tsunami and hence our funds have depleted for Siragu school which is affecting our work. I am working on trying to get the school to run on its own. Siragu has been getting its funds from donations and sustained on the donations till now. Our immediate need for Siragu school is Rs.30,000 per month for one year. We need to get land for siragu school Rs3.84 lakhs - this is long term need Prasanna - I have a question regarding Nagapattinam. What are the needs to cover entire Nagapattinam district. Uma - I will send you detailed reports - part of it has been sent to DP which is in the email. The line got disconnected from India. There was a short discussion among the group: Raju - DP, we need to talk to Uma later to get a better idea of her work. We have heard a lot of information today from her. DP - You can go ahead and talk to her or any of the other volunteers at the grass roots level. We can get the phone number from Uma. DP - There is money with other NGO's working in the area but we need grass roots level volunteers like Uma in place for changes to happen. Raju - One very important thing to get money funded from organizations is to put together a very good presentation DP - We can work with you. If you have any questions, you can talk to any of us and we can work with you. Reconnected with India. Raju - We will present this to the corporate office and we will keep you posted DP - Most of the needs mentioned here are immediate needs, hence we need a much faster turnaround. Can you give us specific dates? Richard - This will take more than a week to know the decision. This level of funding will easily take a month or so. DP - You can get back to us in a week with the status. Meanwhile we will present this to other groups/Asha chapters so the immediate needs can be taken care of. When you decide about the funding, we can focus on the long term needs and issues. We will continue to work with Uma and provide you updates. Richard - It sounds reasonable. We will keep you posted from our end. DP - Uma, we need to get the priority list to present it to other organizations. Please work on it with Jeba. DP - Uma, can you tell us how the work has been going on with the Govt. and also other NGO's. Uma - In general, it has been very good. The Govt. has been co-ordinating with the various NGO's to provide R&R. The Govt. is holding the funding it has received for later use. For some reason, the local authorities do not have access to these funds allocated. The Govt. has been doing relief work mostly through NGO's. There is a lot of money with various NGO's. There are also many grass roots people working for the affected people but they do not have money. We need to match these NGO's with the grass root workers. It is very important that the money be utilized in the right manner. Our focus has been on children even now. At this point we had to hear Jeba and Dhanalakshmi's experiences from their site visit and then move on to Murthy and the Villupuram/Kanchipuram team. Jeba - We visited 11 villages. We found that govt. food is not sufficient, is not of good quality – people are getting stomach aches from eating it. Fisherman are spending Rs. 30 / day to get better food. Spoken to SHGs, a lot of women have been widowed and are crying in the SHG meetings. Long term need – tailoring machine. Computer machine. We didn't offer them anything. They came up with all the ideas on their own. They wanted to learn making shoes and chappals, embroidery work, candle making, and agarbatti making. Kovilpattu – more than 120 acres of land has been lost. No NGO, no govt. help. People are saying that the govt. wants to relocate the villagers and want to build a hotel there. Cleaning 1 acre land = Rs. 12,000. 22kms from Nagapattinam. Pattinacheri – scarcity of dresses for college age girls… only one or two nighties… no good clothes. No food problem. Long term they need library and some kind of computer center. Youth say they can run the Computer Center and can have self-reliance. Need cloth - will stitch the clothes themselves. Govt. is giving Rs. 20,000 / boat. Not enough for 1 net (Rs. 10,000 – 85,000). life of net = 6 mo.s. Govt is primarily interested in giving loans. Uma - that's probably a good idea. Siridur. Govt. school. Building is very very bad. Mr. Gilbert (principal) wants to reconstruct the school. LKG, UKG, 1st class. 3 lakhs. Govt told to give to SSA. SSA said they already build it there (which got destroyed in Tsunami) Villundamavadi – doesn't need any help. 1 girl wants to study nursing. Jeba will gather information on nursing schools and how to apply, what they need etc. and get back to her. #1 Priority based on what we saw in these villages: 7 villages need food. #2. Tailoring center. People ready to give the place. Need machines and some money for buying cloth etc. #3 Priority. Computer center. People are ready to give place for computer center. Need computers. Electricity is there. TN govt. has done a good job in restoring electricity. They want to do a lot of things. They wanted help in learning how to market their goods. Dhanalakshmi - Uma and Jeba have already talked about all the needs and what needs to be said. We are running out of time, but I wanted to add something - In Nambiarkuppam. People were saying this is the second time you are coming. Again you are here just to talk. What will you do? When will you do it? For the first time, we said we will do something. We also tried talking to parents in several villages. Apparently there are a lot of orphans. We have to do something for them. ICCW – pension for all widows in nagapattinam. Uma - we'll need to get the parents and guardians together and talk to them - give confidence that we will take care of the kids… throughout their life. Uma - A lot of times, people don't give very good numbers on number of orphans etc. The school teachers are giving correct numbers. Need to talk to them and rely on their numbers. At this point, we had to end the Nagapattinam portion and move to the Villupuram / Kanchipurm portion. Note: Another item that we need in the priority list - support for volunteers who are doing all the good work. Someone like Uma is a perfect candidate for an Asha Fellowship - with over 18 years of experience in social work, she is making a significant and high quality impact in Nagapattinam. At only 29 years of age, she has a lot of potential to make a big impact in India over time. People like that need to be supported. Also, volunteers like Dhanalakshmi are taking a lot personal interest in the Tsunami relief work. She is using all her experience working with womens SHGs and children to good use and is also a rarity in another way - she is a south Indian woman who can travel - a lot of women in south India are not "permitted" to travel, unfortunately. We need to support her efforts as well because she will be one of the people driving the work in these villages. That's priority #12 as listed above. III. We are working with 50Ngos across Nagapatinam, Training programe for teachers and children also started and implemented in some schools in nagapattinam.. 2. Keechankuppam: ------------------------------ This village is badly affected by tsunami. Probably most affected in India. Most affected in Nagapattinam certainly. Many boats, nets and houses got damaged. One hundred people died in this village. Among them 40 children died. School building is in good condition. The total strength of the students in that school was 134 children before Tsunami. Later the number has come down to 129 children in that school. In this area, 50 families are affected. Fourty acres of land got flooded and it is a cultivated land.But no any pperson loss in this village it became an useless land upto 10 years. So people are asking for compensation from Government for that land. Only Long Term Needs The Panchayat leader needs Asha support in cleaning up of 50 acres of land from 140 acres. One acre cleaning cost Rs.12,000 Fifty acre cost Rs 6,00,000 Total 6,00,000 6, VananmahaDevi ---------------------------- This is also most affected fisherman village. In this village, 500 families exist.
